Atlantic Pacific, nonprofit partner plan 124-unit apartment project for disabled adults in KendallSouth Florida – The Real Deal

Atlantic Pacific Companies and nonprofit Casa Familia will develop a 124-unit apartment complex in Kendall for tenants with intellectual and developmental disabilities. 

The Village at Casa Familia will be developed in three phases on 9 acres at 11025 Southwest 84th Street in unincorporated Miami-Dade County, according to a project filing submitted to the county last week. 

The first phase will consist of a pair of three-story buildings with 50 affordable apartments on 4.5 acres on the south side of the development site. Tenants will pay no more than 30 percent of their income for rent, according to media reports. 

Phase two will have 24 assisted living units in four one-story, six-bedroom houses, on 2.3 acres on the northwest portion of the site. 

The third phase will be a four-story building with 50 affordable rental units on 2.2 acres on the northeast portion of the development site. The apartments will be for households earning no more than 120 percent of the area median income, the application shows. 

At Miami-Dade’s AMI of $79,400 annually, a household of four can’t earn more than $136,200 annually to qualify for a unit in the project’s third phase. 

Phases one and two already have been approved. Construction of the first phase started in January. The developers’ filing last week to Miami-Dade seeks administrative approval for the third phase.  

The project will include an 11,000-square-foot community center. 

Casa Familia, a Coral Gables-based disability services organization led by Anay Abraham, leased the site from the county in January for a 55-year term, with two extension options for 20 years each, according to records. Casa Familia then immediately subleased it to Miami-based Atlantic Pacific.  

The Village at Casa Familia’s package of financing includes $3.5 million from a county bond program, $2 million from the county’s Affordable Housing Trust Fund, $2 million from county surtax funds and a $10 million loan from Truist Bank, according to records. 

Led by Howard Cohen, Atlantic Pacific focuses on affordable housing development. For another project on county-owned land, Atlantic Pacific is developing the 36-story Atlantic Station with 616 apartments, including 360 workforce housing units, at 152 Northwest Eighth Street in Miami’s Overtown neighborhood. The project also will have 25,000 square feet of retail and restaurant space, and an eight-story garage with 605 parking spaces. 

In the Perrine neighborhood of south Miami-Dade, Atlantic Pacific is developing the multi-phase Quail Roost Transit Village apartment project with over 500 units, including affordable housing, on a 9-acre site leased from the county on the southwest corner of Southwest 184th Street and the busway.
